Except 含有“除…之外”或“除了”的意思时， 通常用作介词而不是连词。人称代词用于except 之后时通常用宾格：

两个词都出现了，应该是 exclude 和 dismiss。

exclude 是 include (包括) 的反义词，意思是不包括、排斥、驱除、赶走、拒绝接收

dismiss 意思是解雇、辞退、打发、遣散、漠视、不予受理。

前者比后者态度要强硬。

因为include insurance是插入语，起说明作用。而且原句已经是完整的句子。所以要用including。还可以改为the average cost,which includes insurance,is around 600 dollars a year.

include指的是包含，exclude指的是排除。
